Well, I believe a broken character would be a character that can easily own anyone, even if picked up by a newb. That's why I really don't see Rachel as that much of a broken character.

Unlimited Rachel on the other hand...

Though Rachel's oki was one of the things that was broken for her.. I still found it silly when they nerfed her.. There was no justification for what happened to her game!(In CS) ._.;

Though she can still move quickly!
